Covering Kids and Families Conference Materials

A one day conference on improving access to health care for Ohio’s uninsured children. This conference shared how Ohio’s new child health initiatives which went into effect January, 2008, can expand and improve public health programs for children and families.

290 people attended the conference on a relatively warm and sunny winter day. The conference began by recognizing legislative champions for children and families. Representatives Jimmy Stewart, Mike Skindell and Senators Dale Miller and Tom Niehaus were all present at the conference and given awards in recognition for their leadership to help children and families.

John Corlett, Deputy Director and Medicaid Director of the ODJFS was also present and provided the audience with an update on Ohio Medicaid expansions. Dr. Gerry Fairbrother, Cincinnati Children’s Hospital Medical Center was the moderator for the plenary panel and provided a presentation on how to cover the uninsured.

The plenary panel included William Shaffer, Chief of Policy and Planning, Pennsylvania Insurance Department and Lynne Thomas, from All Kids, State of Illinois. Both provided an overview of their state’s SCHIP and Medicaid programs as well as information on strategies used to invest in outreach and enrollment. Both states have also conducted extensive marketing and public service campaigns about their expansion efforts. Both Illinois and Pennsylvania use their data systems in order to develop strategies to improve retention.

Keynote Luncheon Speaker:

Sara Rosenbaum, JD

Sara Rosembaum’s presentation provided an update on the status of children’s access to health care coverage. She also provided insight to the federal SCHIP debate.

As a scholar, an educator and a national leader, Professor Rosenbaum has dedicated her career to promoting more equitable and effective health care policies in this country, particularly in the areas of Medicaid and Medicare, managed care, employee health benefits, maternal and child health, community health centers and civil rights in health care systems. Her commitment to strengthening access to care for low-income, minority and medically underserved populations has had a transforming effect on the lives of many Americans, particularly children.
